PurePhase & Development is a specialized consulting and inspection services firm with over two decades of experience in civil infrastructure and development. Our background in the field allows us to provide practical, experience-based services that support safe, compliant, and efficient project delivery.
We offer testing and operational support services, including water sampling and testing, chlorination and dechlorination of water systems, and related compliance assistance. Our hands-on experience with active systems ensures procedures are performed correctly, safely, and in accordance with applicable standards.
Our inspection services include utility line inspections, pre-site and pre-construction inspections, and field coordination support. These services help identify issues early, reduce risk, and improve communication between stakeholders.
With deep experience in water, wastewater, and pond systems, we also provide consulting services to support planning, troubleshooting, and system performance. In addition, PurePhase & Development offers easement and Public Utility Easement (PUE) reviews, as well as site plan review consultation, helping clients navigate requirements and resolve concerns efficiently.

Our Story
For many years, I had a vision of building something of my own—using the knowledge and experience I had gained throughout my career. In 2025, I made the decision to step away from the company that helped shape my professional journey and founded PurePhase & Development (PPD).
Although we are a small company, our goal is to serve water utilities, developers, and growing communities. We believe that new development is an investment in the future—one that impacts our children and generations to come. Our mission is to contribute to that future by helping provide safe, reliable, and high-quality water systems that support strong and sustainable communities
At 19 years old, I began my career in construction, working as a commercial mechanical framer for a company in Austin, Texas. That experience gave me a strong foundation in the construction industry and introduced me to the discipline and work ethic required to succeed in the field.
At 21, after my son was born, I transitioned into the water industry and started working as a Water Technician in the distribution department for a water company. In this role, I was responsible for repairing water leaks, reading and replacing water meters, maintaining hydrants, and handling all aspects of water distribution systems.
After several years of hands-on experience, I was promoted to Assistant Supervisor within the inspections department. There, I gained valuable experience overseeing projects and ensuring compliance with standards and regulations. A few years later, I advanced to Supervisor of the Inspections Department, where I led plan reviews for both commercial and residential developments. This role deepened my understanding of the development process and expanded my knowledge of how projects operate within the public sector.
Continuing to grow professionally, I was later promoted to Field Service Manager, where I managed multiple departments and teams. This position allowed me to develop leadership skills, operational oversight, and a broader perspective on infrastructure and service delivery.
